Thats what this whole regulations BS is about its not about preventing terroritsts or protecting consumers its about Protecting THE INTEREST OF THE US FINANCIAL ECOSYSTEM because they want control of US citizens money and want to tax them. If terrorists want to to stay truly anonymous they dont use crytpo so much they use Dollars because cash is the most anonymous. The blockchain keeps record of every transaction which can be traced and eventually, they can find the criminals because to move crypto into dollars you must use exchanges which have KYC and identity who the customer is.
The FBI loves crypto because it's way easier to track than paper dollars.
